SARS ACCESS, EXPLAINED

Your SARS registered representative, explained.

You have appointed an accountant. So why is SARS still asking for a registered representative?

The appointment, the person recorded at SARS and your eFiling access are separate pieces. Getting them aligned helps your tax work move forward.

FIRST, THE PLAIN ENGLISH

What is a registered representative?

A registered representative is the individual SARS recognises as legally authorised to represent a taxpayer, often a business, trust or estate. Where several people can represent an entity, one is recorded as its official representative at SARS. [2]

A company cannot log in, prove its identity or sign a declaration by itself. It needs an authorised person. This gives SARS an identifiable link to the entity and a way to check who may act for it. The appointment carries responsibilities; it deserves proper attention.

Three things that are easy to confuse

Appointment gives someone the relevant legal role. Registration puts that relationship on SARS's records. Activation and access let authorised people use the relevant eFiling functions.

Representative, public officer or tax practitioner?

RoleWhat it means for you
Registered representativeThe person recognised by SARS for the entity. The capacity depends on the entity: for example, a company's public officer, a trust's main trustee or an estate's executor. [2]
Public officerA company's statutory tax representative. This is a responsibility attached to a properly appointed person, rather than another name for an external accountant. [3]
Tax practitionerA professional who assists with tax work under an appropriate mandate. A power of attorney does not, by itself, make that practitioner the client's registered representative. SARS directs practitioners to assist clients through their Tax Practitioner portfolios. [4]
eFiling userA person with a login and assigned permissions. Having a login, or adding an organisation to it, does not prove every tax type has been activated. [5]

Do not appoint an accountant as registered representative simply to get past an access error. Check eligibility and the legal capacity first. A practitioner mandate and a representative appointment serve different purposes. [4]

THE EASIEST WAY THROUGH

Check the person. Then the record. Then the access.

  1. Confirm who should hold the role.

Identify the correctly appointed person and the documents supporting that appointment. Being a director or primary contact does not, by itself, show that SARS has recorded and activated that person.

  2. Check who SARS currently recognises.

Compare the entity and representative details with the appointment documents. If an old or incorrect person remains on record, deal with that relationship before repeating access requests.

  3. Check each eFiling permission.

Confirm the portfolio, representative or practitioner activation, then the relevant tax-type requests. Treat missing VAT or PAYE access as a separate check.

Our recommended approach is to diagnose the missing step first. Repeating an application without correcting the underlying details can leave you facing the same problem.

Have one complete document pack ready.

Start with the following, then follow the requirements shown for your entity and case. SARS may request additional evidence. [6]

  • Proof of appointment: the relevant signed resolution, appointment letter or other authority.
  • Entity documents: company registration documents; for a trust, its deed and relevant authority documents; for an estate, the executor's appointment documents.
  • Representative's identity: a clear ID or passport copy and proof of residential address.
  • Identity verification: the current SARS representative-registration guidance requests a photo taken on submission day, showing the person holding their ID and a note saying “Update my details”. Follow any specific instructions in your case.
  • Matching records: correct entity name, registration and tax numbers, plus the representative's current contact details.
What if the company has only one director?

SARS says an appointment letter is not required when the founding documents show a sole director and that same director is being activated. If the sole director appoints someone else, the appropriate appointment letter or POA is required. Other document and verification requirements still apply. [1]

CHOOSE THE STEP YOU ACTUALLY NEED

Registration and activation, step by step.

You can use the digital channels below. A branch visit requires an appointment; it is not automatically required for every representative update. [1]

A. Register or replace the representative using SOQS

Useful when the relationship needs to be added or corrected on SARS's records. The SARS Online Query System (SOQS) guide says the representative must complete this request. [7]

  1. Go to SARS Online Services and choose Register a Representative.
  2. Choose the correct representative capacity and entity type.
  3. Enter the taxpayer entity's details separately from the representative's personal and contact details.
  4. Use Document Requirements to check the requested evidence, then upload it.
  5. Submit the request and retain the case number, documents and confirmation email.
  6. Read the outcome and complete any further verification or activation needed.

SARS publishes a period of 21 business days for this representative-update case. That is its published processing period, rather than a GreenTax guarantee or a promise of same-day access. [1]

B. Activate an authorised role on eFiling
  1. Sign in with your own login and select the correct Organisation or Tax Practitioner portfolio and taxpayer.
  2. Go to Organisations → SARS Registered Details → Activate Registered Representative. Some screens refer to Activate Registered User.
  3. Choose the relevant route. A practitioner assisting a client uses Activate Tax Practitioner; the properly appointed representative uses the representative route.
  4. Check the identity, reference and capacity fields. Accept a declaration only if it correctly describes your authority.
  5. Submit the activation and any evidence SARS requests. Check the outcome.

Active confirms successful activation. Unconfirmed or Request under Verification means further checking may be required. For Rejected, read the reason and correct it before resubmitting. [8]

Menu wording can vary by portfolio and SARS updates. Use the linked SARS guide if your screen differs.

C. Give the practitioner access to the tax types

Activating a role and approving tax-type access are separate checks. Your practitioner adds the client and requests the required tax types in their own portfolio. [9]

  1. The practitioner checks Organisations → Organisation → Tax Types → Manage Tax Types for the selected client.
  2. Where approval is required, the taxpayer or registered representative uses SARS's official tax-type authorisation process.
  3. The approving person completes identity verification and enters the OTP on the official SARS service themselves.
  4. The practitioner refreshes the client's tax-type status and checks that the required access succeeded.

A signed mandate supports the authority to act. It does not replace a required online approval. [9]

When the access still does not work.

What you seeWhat to check next
The company appears, but VAT or PAYE is missing.Confirm registration, tax-type access and rights groups. Separate SARS entity records can also cause missing tax types; SARS may need to investigate and merge them. Do not assume a new tax registration is the answer. [10]
The OTP goes to an old phone or email.Check the representative's eFiling security contact details, as well as entity correspondence details. They are separate records. [5]
The company shows under someone's personal login.A login can hold multiple portfolios. Check the selected portfolio, entity and activation status. Its appearance there alone does not confirm practitioner access. [4]
The practitioner is active, but the representative is wrong.Practitioner activation does not replace a change of representative. Correct the representative relationship and then check the outstanding access request. [8]
How to correct an outdated OTP destination

When you can sign in, go to My Profile → Profile and Preference Setup → Security Contact Details. Follow the verification prompts. If you cannot receive verification codes or access the account, use SARS's official recovery or appointment channels. [5]

SARS's digital-channel guidance says an existing activation request may need to be cancelled and submitted again after the contact correction, so it retrieves the new details. First confirm the correction succeeded. [10]

What if the request is delayed or rejected?

Keep the case number, submission date, supporting documents, outcome and follow-up history together. Ask SARS to identify the outstanding requirement. For unresolved service issues, follow the contact and escalation steps on SARS's complaints page; a prior case number is needed for the relevant service-complaint categories. A service complaint does not replace an objection or appeal against a tax assessment. [11]

WHAT THIS LOOKS LIKE IN PRACTICE

Four familiar situations.

Illustrative examples, not actual GreenTax client cases. Each shows a sensible starting point, rather than a diagnosis of every similar error.

01 · A new company has an accountant, but no confirmed representative.

Nomsa's company is ready to start trading.

She signs a mandate for tax work, but SARS has not confirmed the company's representative. We would check the public-officer appointment, assemble the evidence, and complete the relationship and activation steps. The practitioner then checks tax-type access through their own portfolio.

02 · A previous accountant or director still appears on the record.

David has changed advisers.

We would check exactly what the old person holds: a representative appointment, practitioner access, or both. If the representative is changing, the new appointment and SARS update need attention. The handover should also address old practitioner access. Changing advisers does not automatically change the public officer.

03 · Income Tax works, but VAT has disappeared.

Ayesha can see only part of the business's taxes.

We would confirm the VAT reference and registration, portfolio permissions and tax-type status. If those are correct, we would ask SARS to investigate whether separate entity records need merging. Registering for VAT again without checking could complicate matters.

04 · A trust needs help, but its contact person is not the authorised trustee.

The person handling the paperwork is not always the representative.

We would check the trust deed, appointment and trustee authority documents, and who is to act as the main trustee. The practitioner can assist with tax work under the appropriate mandate, while SARS records the correctly authorised representative.

Questions we hear often.

Do I need a representative for my own personal tax?

An individual can normally handle their own affairs or authorise a practitioner. Representative arrangements apply to specific legal circumstances, such as an executor, guardian or appointed administrator; they are not a general extra registration for every individual taxpayer. [2] [4]

Must I share my password or send my OTP to the accountant?

No. Keep your login private. Complete approvals yourself on the official SARS service, and let the practitioner work through their authorised portfolio. [4]

Does fixing the representative make the company tax compliant?

It addresses the authority and access needed to manage tax affairs. Outstanding returns, payments and other compliance issues still need their own work plan.
